Social Recruiting - is it a thing?

My customer asked me, if I had any experience in social recruiting. Until now I don't, but I said I will look it up. So my question is, as I am looking through the internet, I feel like Social Recruiting is just Social Media Marketing. All tips I find, are just generel tips for social media (ads) in my opinion. So is it really a separate thing or is it just social media ads and agencies sell it as the big super tool.
