Follie being a low tier frame

Most opinions i see put follie around C to B tier, but i really don't see how?

Her first plus brief respite (if you're going lvl cap) make her immortal, it's legit a tp rolling guard with even more iframes and it's spammable.

So survivability is handled, her 2nd is one of the most versatile abilities in the game, most of it is not needed or crucial in any way or form, but that's the case for like 90% of warframe abilities, not needed but really useful. Besides her lvl scaling is really good (although i think it makes her a bit boring to build around), i just did a vc with her where i one shot legit everything on my path and i was spamming like 5 barrels per second in random directions (using sculptor) without even loosing energy.

The only downside to her 3 is lowering KPM in most cases, since enemies walk slower to you, but that's the case for every CC ability in the game, hers besides having a huge range gives infinite energy and you can replace it anywhere you want without loosing the range buff for killing enemies inside it.

Her 4th is a great helminth slot and that's not bad, nowadays most frames come with a full kit, which is nice cause i feel like helminth is an excuse kit wise, but hey, having roar on her scales my already crazy damage barrels, and gives me faction damage on my weapons? i'll take it everytime.

Then im using a hound and hotshot on her, which always gives me 300% crit chance (not base not additive but still really good as we all know)

How can a frame that does everything with no effort and has one of the best cleansing/panic abilities in the game, a really good CC with energy regen and one of the most versatile abilities in the game be C to B tier?
