Is it worth the risk to file for military parole in place for my mother with everything going on?

I want to apply for my mom, my dad already went through the process but before everything that went on. I also have a general discharge with I’m not sure it’ll affect. On the USCIS website it says for people that do not have a dishonorable but it also says it’s a up to the officer’s discretion
