Train horn noise

I recently moved into 5Pointz, in a unit facing the south side.

Our main concern before moving in was the screeching sound from the 7 train, but that one is actually not too bad and is negligible most of the time.

But about once every 10–20 minutes, an LIRR/Amtrak train (not sure which) sounds a really loud horn, and that one is super annoying and it wakes me up in the morning.

Is this temporary (e.g. ongoing track maintenance), or has it always been like this?
