Are all Japanese extra-fine nibs scratchy?

I just received my Platinum Preppy extra-fine, and at first blush I don’t think it's for me. It feels a little scratchy when writing, and the result isn't quite as neat as I'd like.

I usually write with a European extra-fine (Lamy 2000 and Safaris), but I'm headed to Japan in November and wanted to see what their extra-fine nibs are like.

The Preppy being a low-budget option, I'm still hoping a higher-end pen or another brand might make for a better experience.

Has anyone encountered this with cheaper extra-fines and found that others resolved the problem, or did you end up deciding that the thinnest nibs just weren't for you?
