Catching the gar

I cannot for the life of me find this fish. I’ve been searching the river pond for hours for the last few days and I cannot find it anywhere. I have seen a big shadow once and missed it but I have seen one shadow over about 15 hours of play time over the last few days. Does anyone have any tips??? I’ve tried save and continue and chasing the fish away but nothing is helping to spawn them.
