Is it normal to grab someone’s private parts in a football fight?

For context, I am not a regular football watcher but recently I watched this guy grabbing Ferran Torres’s dick when they both were wrestling each other.

I know footballers fight and play very rough but do they grab dih in fights or was the other player being very weird?
