Automatic switching between low and high consumption with an ac

In my country electricity provided by the government isn't consistent and the workaround is privately run generators with a limit to how much power you can draw.

So if i want to have my ac on full power on the government electricity and it switches to generators now i need to go to the ac of all rooms to dial it down.

I have a concept of a work around but i don't know how to actually do it.

My idea is to record the signal given by the remote for both modes i want (high / low consumption) and by hooking a device to a circuit that receives only government and one that only receives generator electricity i can make it switch automatically.

Is this solution viable or not

And if yes how can i actually make this
