Time clock controlled photocell turns lights off and on in daylight.

This happened at the end of the workday today so haven’t had a chance to dig into it, but curious if anyone has run into this. Time clock powers photocell, photocell switches coils for various outside lights. When the tape is on the photocell the lights work fine, but when I take the tape off, exposing the photocell to sunlight, the coils open and close. Off, on, off, on, etc.
