Why doesn’t it let me use whirlwind?

I’ve been playing doubles and decided to add whirlwind to get rid of Pokémon that are starting to set up calm minds and the like but it’s always greyed out, and doesn’t let me use it. Is there something it doesn’t say in the description that I should know.
