How long does it take to be linked to recipient?

Hi I am a new provider for my cousin I applied back in April 27th and I went to the orientation did my scan everything came back good got my provider number on the 13th of July on the 15th I went into the IHSS in Rancho Cucamonga and gave in the rest of the forms that was required with my ID and social on the bound account everything was cleared there's nothing to do so that same day on the 15th I made my IHSS timesheet account and so did my cousin so I wanted to know how long does it take to get linked together I called already twice and they won't even go into my account they just kept saying that it takes 30 days or should I say 30 business days so if anybody can give me some hope because I quit my previous job to do this full time for a family member and just wanted to see everybody else's input on how long to get linked thank you so much !
