[CA] (state employee) Can my supervisor dock my overtime pay for an unexcused absence that was excused?

Left work for a mental health emergency and was cleared to leave by direct supervisor. Direct supervisor informed me that their supervisor issued a pay dock from my overtime ($1000) due to absences being unexcused. I have sick time, vacation and plp available
