How do you make Codex follow the same design and motion rules across an entire website?

I’m working on a website project where I want Codex to follow the same design, motion, and 3D guidelines across every section.

I already have a detailed SKILL.md explaining how motion should be used, when a 3D animation is relevant, and what the overall experience should feel like.

What I’m unsure about is how to make Codex reference it consistently without reminding it in every prompt.

Would you keep the main project rules inside AGENTS.md and use the skill for the detailed workflow? Or can the entire protocol live inside the skill and be applied automatically?

I’m curious how others structure this for longer website builds where different sections are created across multiple sessions.
