Was Davy Jones the ruler of the ancient kingdom?

Is this safe to assume as of now

Rocks stated that Davy Jones was the previous king of the world

We know the world government were 20 kingdoms who fought against an ancient powerful kingdom. After they won they formed the WG.

This could see why the Davy clan is prosecuted so much and why Imu has a poster of Blackbeard in the flower room torn up

This also funnily enough would make Blackbeard royalty.
