Reliquarian+Summon Phantasm+BV

I've been leveling a reliquarian to 96, havn't had much time to play. But i was gonna turn it in to a bosser with voltaxic rift +unholy support, with 60 summon phantasms up with the help of corps runner boots.

However, i remember how last league a bunch of ppl were doing the bv tech of sacrifising a thick specter and then keeping the bv stacks up for the duration of the maps. I was wondering if the same would apply with the phantasms? If i get 60 phantasms up and cast bv will it snapshot the dmg with them up and will i then no linger need 60 of them up?
