What financial aid would still be avaiable in general and finnancial aid specific to colleges in texas?

My friend decided to transfer over to a college in texas and he is not going to be recieving any help from any family members for expenses. I was wonder what options would be avaiable for him considering how late he is for applying finnancial aid.
