At what point does applying for jobs become a full time job?

Some applications want a resume, a cover letter, a motivation letter, and then ask you to type everything into another form anyway.

I get why companies do it, but it feels like most of my time goes into preparing applications instead of finding better opportunities.

Has anyone found a workflow that actually makes this process less repetitive? but I'm curious what's worked well
