Upright freezer - drain freezing over constantly

Frigidaire LFFH20F3QM0 - works great, except one big problem. After about a week, it completely freezes over on the bottom and can no longer drain. I read most of these upright freezers use a strip that helps to melt the ice, but this has none and the heater is super far away from where the ice builds up. Seems when it is -20 it just freezes up too quickly to drain out?

Defrost heater too far away? It has straps, but the part image doesn't show it actually assembled, so it might be too far away.

Any ideas how to fix this thing?
