Moving new Roses

I planted three rose plants this spring (not bare root, they were established from nursery). But none of them are doing great where they are and I’d like to move them.

Can I do it in the fall? I can’t imagine it will be much of a shock since they have only been in the ground a few months, but unsure that is why I asked. I’m 6b.
