Why do Arab women have short hair?

Apparently it is normal for Arab women to have very short hair, even if they are supposedly traditional, Hijabi women

Why don’t your Ulama emphasize that short hair is haram for women?

Indian women usually keep very long hair, down to their waist. It makes them more feminine.
