Should the hook or the loop be on the outside when using when using Velcro cable ties?

I usually put the loop (soft side) facing outwards, but I’m afraid that will shorten the lifespan of the Velcro since it presses down the hook part (which needs to be stiff). However, the other way the hooks of the hard side catch on everything. Advice?
