System Restore keeps adjusting the Max size and percent to 2% and 19GB even if I set it to another value

System restore keeps defaulting the Max system restore point to 2% and 19GB even if I manually set it to 1% 10GB or 2% 10GB in Command prompt using the Vssadmin resize shadowstorage command.

Like I would use the Vssadmin resize command to successfully resize the max size of the restore point only for it to revert back to 2% 19GB when I check it a few days later.

What else do I need to do for it to stay at the value I put?

NOTE: I always click the "apply" button when manually setting the restore point value
