What is the most unbalanced move in Pokemon and why is it Electro Shot?

The strongest Electric move except maybe Rising Voltage. No cost. Gives +1 even if it fails. Basically Solarbeam but better in every way. Who at Game Freak thought it should be over 80 Base Power? Because maybe then it won’t sweep.
