True Dragons in the new universe

I was thinking: are there any True Dragons that were born as that race in the new universe? Or is it a race created by the System that can only be reached through evolution? Once someone evolves into the System-unlocked race, they can then naturally produce dragons.

If it's the first case, maybe there are dragons living in the most remote and isolated places, since we've already seen that monsters of a higher Rank than the current stage of the events can exist.

If it's the second case, I think the idea of races created by the System is interesting, and perhaps that's why they're stronger than normal.
