Extra cabin bag?

I'm flying Premium Economy Sydney to NCL and I'm worried about my baggage situation.

I have 2 checked bags, just under 23kg. I have one small suitcase, a small backpack for laptops and then my handbag. My small suitcase is definitely over 7kg, so add in the extra bags and I'm pretty screwed.

Will they care? I haven't flown with Cathay Pacific before.

I might be able to shove my handbag items in my backpack but it'll look very overloaded which might raise more suspicion?
