Deactivate Win11 Pr licence?

I'm parting out my gaming PC.

It has a legit Win11 Pro license (retail box and usb stick), I have no further use for it.

I would like to sell it if possible but I assume I'd need to prove it is deactivated from the PC I installed it on.

I found how to deactivate it easy enough, but can it be installed on any other pc without my Microsoft email address?
