Help with client acquisition for an accounting firm

Hey Folks! I am a Chartered Accountant (same as a CPA) from India and I have just started my own accounting firm. Any tips on how to get clients? I can't use paid advertising or self promotion of any sort because of the ethical restrictions imposed by the government. I cannot cold call, cold DM, run promotional ads, directly solicit clients, or make exaggerated claims about my services. The only way other people in the industry have acquired clients is from word of mouth and that sometimes can take years.
I am currently uploading reels on instagram and have got some clients who are just existing friends. I need a way to get clients while also being within the restrictions.
