Is lateral entry to rvce possible if I'm from a non vtu college

I'm joining pes rr aiml this year

I hoped for rvce ece but got a bad rank in comed-k💔

I heard vtu conducts it's internal counseling where you can switch college based on cgpa

Can I switch from pes to rvce next year given that pes is not a part of vtu?
