Is HEC reattestation needed for WES

Hello everyone. I need some advice. I have been trying to get my degrees evaluated from WES for Canada immigration. The thing is, on WES's website, they say that they require e-attested certificates. However, I had my degrees attested physically. I have checked the HEC portal, and although it shows that my degrees were attested, there is no way to download the e-certificate. So I wanted to ask: is there any way to have my physically attested copies verified electronically? Or do I need to have them attested again? Or does WES accept scanned copies?
