P+R Stanežiče: why would anyone pay 5€/day when 1.50€/day (P+R) + a separate bus ticket is cheaper?

The Stanežiče price list has two personal-car tariffs: 1.50€/24h under "P+R" (which reportedly includes two bus rides) and 5€/24h under the standard/long-term rate (valid up to 7 consecutive days). Even ignoring the bundled bus rides, 1.50€ plus a standalone bus ticket would still be cheaper than 5€ outright. So what's the actual reason to pick the 5€ tariff? Is the P+R rate restricted somehow, e.g., only usable during certain hours, requiring proof of bus use, capped in duration, or not stackable for multi-day stays, that would make the 5€ option worth it?

Thank you in advance.
