HE top loader washer, hard water, stains not lifting

Can anyone help me troubleshoot why stains aren't lifting? mostly food stains, not so much oil stains. we have a toddler, just moved to a new house with hard water, new he top loader washer. same detergent, tide oxi powder, same wash routine minus using less detergent going to a he machine from a basic non he top loader

I'm assuming it has something to do with the hard water? any suggestions? (other than getting a water softener which is not in the cards for us financially at the moment)
