will powercreep slow down once op17 comes out

I've been wanting to get back into this game, powercreep seems to sadly be quite strong, especially since op13, is that due to them wanting the west to catch up to the east so op17 can have a simultaneous release globally?

I know anniversary sets are known to be reset points for the meta, but I was wondering if we were to get st33 and st34 now, buy singles to round out each deck, would these decks to useless once op17 comes out?
