Am I right in thinking a c section is less risky for the baby?

Question

My friend’s sister has severe autism since birth. The pregnancy was normal and healthy, but during delivery something went wrong, I think the umbilical cord became tied around her neck, and the lack of oxygen damaged her brain. A short moment which decided her whole life, as well as her family’s.

Since I heard that story, I’ve been scared of a natural delivery. Am I right in thinking something like this won’t happen if I have a c section? Will my baby be safer?

(Just to clarify, autism is a spectrum and plenty of people are only affected to a minor degree. My friend’s sister is an adult who needs the same amount of care as a toddler, her mental faculties are that of a toddler and she’s hardly communicative)
