Need advice for a handheld that’s simple.

I’m really into Pokemon romhacks. I’d like to get a hand held that has stuff preloaded but understand romhacks are copyrighted. Whats the most simple way to get rom hacks onto a handheld? Any recommendations of best handheld are also welcome.
