Can new listings still be posted with special approval?

I have been told to wait until the new system is up so they can make a listing and send an offer. But the recuirter mentioned that through special approvals by my manager they can post a listing. This was last week though, is this still possible this week? I see new listing posted today on the website. I just want to know before I text my manager looking stupid or greedy.
