Party Line is not working

Bought 2 Tin Cans for my boys. I bought the external plan for one and the other setup as a party line. Both phones are listed under the external plan. When I dial their phones, both ring and I can dial out from each one without an issue.

The problem is that when one phone calls out, the other phone cannot pick up and join in.

Any ideas?
