SAM API returns nothing past offset ~1000, and the CSV is empty

v2/search reports totalRecords in the thousands, but anything past offset ~1000 comes back HTTP 200 with an empty opportunitiesData array and no error.

The extract has been publishing the header row and zero data rows for days. It still refreshes daily. Still empty.

SAM has a known-issue notice that reports after July 29 may be "incomplete" and tells you to use the file download instead. The file download is the empty CSV.

What gets me is how little noise there is about it. Or is it just me?
