Bell cell service unusable in power outages

Hi everyone. How or who can I reach out to at Bell concerning this problem when we loose power in my area, the Bell cell service is unusable since it seems to be over saturated.

The signal is still very strong, just unable to use the data or even unable to make calls.

Did a speedtest 2 weeks ago when we lost power, i was able to get 15 kbps. That's when I was connected on 5G. On LTE, I couldn't even start the speedtest.

Its not just impacting me and my family, all the neighbors which have service with Bell/Telus /Koodo/Public Mobile/ Virgin Plus, and using either latest iPhone or Samsung phones, the cell service is unusable.

Any help or information would be appreciated.
