Persistent Windows UI micro-stutters that disappear after reboot then gradually return – tried almost everything

PERFORMANCE

Hi everyone, I've been experiencing intermittent micro-stutters in Windows for the past 4–5 weeks. The issue hasn't gotten any worse over that time. It only affects closing animations (opening animations are smooth), and it doesn't happen every time. It also sometimes happens when moving windows around quickly. The weird part is that after restarting my PC, everything is smooth for a while before the stutters gradually come back. Games perform completely normally, my FPS is stable, and CPU/GPU temperatures are well within normal ranges.

PC Specs: Ryzen 5 7600, RTX 4060, 32GB DDR5-6000 (EXPO), ASRock A620M Pro RS WiFi, 1TB NVMe SSD, Windows 10, 165Hz DisplayPort monitor. So far I've updated my BIOS, NVIDIA and AMD chipset drivers, reseated my GPU, checked PCIe error counters (no longer increasing), ran SFC and DISM, checked Reliability Monitor and Event Viewer, cleared Windows caches, restarted Explorer, and tested Hardware Accelerated GPU Scheduling both on and off. Reliability Monitor previously logged a single dwm.exe crash (nvwgf2umx.dll), but it hasn't happened again.

Has anyone experienced something similar where Windows UI animations are smooth immediately after boot but gradually develop intermittent micro-stutters? At this point I'm trying to figure out if this sounds like a Windows/DWM issue, an NVIDIA driver problem, or some background process causing latency over time. Any ideas would be greatly appreciated.
