Struggling since moving

I have a Malinois mix, who is about 4 years old. Up until now we lived with my parents. We recently moved into an apartment with my husband. Im having a hard time getting my dog adjusted to a new routine and he has suddenly started some new behaviors that I dont know how to manage. His old routine: In the backyard for 1 hour in the morning Eat Kennel while im at work Into the back yard for 4 hours when I get home Eat Sleep in kennel

His new routine: 30 minute walk in the morning Eat Kennel while I go to work 20 minute walk as soon as I get home Chill in the house 30-40 minute walk in late evening Eat Go upstairs to my bedroom and go to sleep

I have had to resort to using his shock collar to get him to do simple things. I know he is comfortable in his environment because he will just lay around the house in the evening. He refuses to sit still in the car, he will not leave other people alone, constantly trying to get off his leash, won't even let me get the leash on him to go outside, will not listen to my husband at all. I have him enrolled in a training class that starts soon, but im worried it wont help. I really dont want to send him back to my parents but im not sure what to do. I feel like its something im doing wrong and thats why he has become so hard to manage.
