Pigeon stuck on Bayside LIRR

There is a pigeon stuck behind netting on the Track A platform, near the back. This pigeon can't get out because the netting has them trapped inside. I noticed another pigeon coming by daily to help feed the trapped pigeon. I contacted 311 but the pigeon is still there a week later. Is there anything that can be done?
