Triage Reboot+ Cables not always connecting

After maining Triage for most of my playtime I've repeatedly ran into issues where using Reboot+ will show that a target (friendly or enemy) has line of sight with the yellow icon, only to then not connect once fired.

I really hope that there might be some changes to how this is done so that it's clearer at a glance whether your target is going to be hit by the Reboot+ or not. Otherwise it makes a very powerful ability much more frustrating the use than it should be.
