Not getting villagers on island trips anymore???

Ever since Tom nook had me build 3 plots for villagers, I’ve wasted so many nook miles on tickets in hopes to invite villagers I want to my island (I literally have Boone, Mira, and puck and I hate them). I’ve never made it this far in the game before (I used to play years ago) and I was under the impression that I eventually got to choose my villagers. But I after I completed “furnishing” the exterior and interior of those 3 plots I literally don’t get villagers on my island trips anymore??? How do I get to choose the villagers I want? I watch streams of people going villager hunting so I figured that’s how you get villagers on your island. Thank you!!!!
