Broken phone + locked out of iCloud

Long story short -

We accidentally dropped the iPhone and ran over it with the car.

We are now locked out of iCloud and need a recovery pin that we don’t have.

Has anyone dealt with this before?
At this point I’m tempted to buy a brand new phone and completely start over until we can regain access to the original iCloud.

We cannot turn in the device for repair until we can get into the iCloud. I have a tech support meeting with Apple today. I’m assuming we will be wasting our time by going?

Sad thing is we’re going on vacation starting Thursday so my husband will be out of a phone until we can figure this out. Just looking for advice or any guidance.

Mind you we were US cellular customers which just got bought by T Mobile so getting any information from them is already difficult.
