Flash (Wally West) against enemies with ultimate damage resistance?

Vibration is mechanical damage, to which this enemy is resistant That’s why I’m wondering whether Wally is able to phase through such enemies, or whether it’s even possible I’m not sure; I get most of my knowledge of Flash from YouTube videos
