Are PIN-before-power-off and lock screen Quick Settings restrictions available in One UI 8.5?

I recently bought a Samsung phone for a family member and I’m configuring all the security settings before handing it over. The phone is running One UI 8.5 (Android 16).

I’m looking for two security features but haven’t been able to find them:

1. A way to require a PIN, password, or biometric authentication before the phone can be powered off or restarted.
2. A way to prevent the Quick Settings/notification panel from being pulled down while the phone is locked.

Are these features not available in One UI 8.5 or are they located under a different menu or dependent on the device model, region, or CSC?
