Are there any solutions to using RulerChip that don't feel insanely bad?

I ask because the only two options I know of are deliberately surrendering to fallen empires repeatedly and cranking overtuned so hard that your leaders are dying like flies even through the buff to lifespan. Which, essentially wiping out your knowledge base of leaders just for this is unpleasant.
