Is phainon E0 not a viable DPS anymore?

Objectively speaking, as of the current patch, where does E0S0 Phainon stand among DPS? I’m not asking if he’s top tier, I want to know whether he is still viable for endgame. I saw someone saying even Seele or Jingliu outperform him, is this statement true?
