How many hours does it take in game to unlock Ul'dah?

So I'm level 15 and I've been doing quests for hours and ai just wanna participate in the yo kai watch event, like that's all I want in this game atm. But what I've been told is that I can't just walk to Ul'dah and I have to fly there on an airship which needs a pass you unlock at level 15. But I never got any pass when I leveled up so I honestly have no clue what to do atp.

Is there something I'm missing? Am I gonna end up missing the yo kai watch even cause idk how many more quests it's gonna take to unlock this Ul'dah town.

Wish it was possible to just walk there TvT
