Looking for a skinny queen 👑

Looking for an older live-action fantasy/comedy movie (probably 1970s-1990s). There is a vain queen whose entire body has become a sheet of skin stretched on a wooden frame like leather. Her face is still visible, she talks constantly, servants carry her around and keep applying lotion.
